П. Крітчлі Біосфера і буття

Хочу звернути увагу географів на оригінальну роботу Пітера Крітчлі «Біосфера і буття» (Biosphere and Being, Peter Critchley),у якій автор зробив змістовний огляд питання біосфери і буття людини. Автор намагається відповісти на питання Гайдеггера «Що таке існування буття?»[1]. З опануванням Природи люди зайняли місце в центрі світу. Проте, якщо технологічне панування є доказом людської влади, потрібно запитати, де обіцяна свобода, безпека та щастя? Це повертає питання до буття. У той самий час, коли світ став раціоналізованим, ядро ​​«я» зайняло раціональне его. Проте докази того, що людське щастя насправді зросло в цей період «прогресу» – сучасна хвороба депресії має масштаби епідемії – вказує на те, що люди смутно усвідомлюють, до якої міри щось суттєве виключається. Назвіть це дикою природою – непідвладна природа, залишена сама розвиватися, щоб стати тим, чим вона є по суті. Далека від майстерності, невпевненість его показує, наскільки порожнім є центр. Гайдеггерове поняття існування буття заохочує нас розташувати справжній центр тяжіння особистості в місцях, відмінних від технічної та інституційної влади, в об’єднанні природи всередині та зовні, на противагу уявленням про панування над природою як зовнішнім ресурсом. Ця стаття прагне підтвердити єдине я та єдиний світ як взаємозалежні поняття; не може бути одне без іншого. 

Відновлення буття

З огляду на питання М. Хайдеггера про буття буття, П. Крітчлі пише: «With the mastery of Nature, human beings come to occupy a place at the centre of the world. But if technological domination is evidence of human power, one needs to ask where is the promised freedom, security and happiness? Which brings the question back to being. At the same time that the world has come to be rationalised, the core of the self has come to be occupied by the rational ego. Yet the evidence that human happiness has actually increased in this period of ‘progress’ – the modern disease of depression has the scale of an epidemic – indicates that human beings are vaguely aware of the extent to which something essential is being excluded» [Critchley, р. 1]. Доволі складне питання! Воно потребує відповіді й на наступне питання: яке місце, будучи породженим Природою, людський вид має зайняти у складній структурі загального середовища, частиною якого він є? П. Крітчлі із сумнівом висловлюється стосовно «прогресу» людства, ставлячи це слово у лапки. І це не безпідставно! Він звертає увагу на те, що «Heidegger’s notion of the Being of being encourages us to locate the real centre of gravity of the self in places other than technical and institutional power, in the union of nature within and without as opposed to notions of mastery of nature as an external resource. This is to affirm the unified self and the unified world as mutually dependent notions; there cannot be the one without the other» [Critchley, р. 1]. Отже, проблема сучасного людства бачиться у тому, що воно пішло шляхом використання Природи як ресурсу, замість того, щоб бачити у ній свій дім, який слід тільки трохи упорядкувати, не порушуючи його функції: парадигма панування над Природою була хибною з самого початку, бо не можна панувати над тим середовищем, від якого людство фундаментально залежить. Але це призвело до того, що і людина стала ресурсом, що особливо характерно для авторитарних держав.

Дуже слушна думка: «Human beings are so accustomed to leading their lives through an artificial technological and institutional mediation that they are prone to believe that this artificial human-made world is the only world» [Critchley, р. 1]. Нам здається, що ми створюємо новий – людський – світ, забуваючи про те, що все, що ми  можемо створити, обмежується законами Природи, за межі яких ми вийти не можемо. Ми і саму Природу сприймаємо через призму того розуміння, яке змогли досягти, вважаючи, що Природа така і є. Але це омана, бо своє розуміння ми сприймаємо як реальність! Тому П. Крітчлі ставить питання про те, що екологічного суспільства ніколи не існувало і його ще треба створювати. Він зазначає: «One can find Heidegger’s Being of being in the centeredness in the local biome within the greater centeredness expanding to fill the whole of the biosphere. Being, in the sense of becoming and authenticity within the ecological dwelling, means participating with and assuming responsibility for one’s own small neighbourhood within the biosphere» [Critchley, р. 2]. Отже, контакт з біосферою на локальному рівні поступово розширюється, охоплюючи всю біосферу, і базуватися він має на відповідальності[2].

Як пише П. Крітчлі, «A biospheric politics achieves security on the global level through ecosystem sustainability on the local level» [Critchley, р. 2]. Це не зовсім так: маю зазначити, що

біосфера є складною адаптивною системою, яка постійно рухаються у пошуках стану, що відповідає мінливим умовам, причому це досягається саме завдяки несталості на локальному рівні, хоча, звісно, адаптивні можливості та темп адаптації обмежений,

але вірно, що «the ecosystem predominates over the economic system, checking the expansionary dynamic of commodity production within spatial limits» [Critchley, р. 2]. У цьому контексті погляди А. Тойнбі, на якого посилається П. Крітчлі, є вкрай важливими, бо він розглядав питання сталості біосфери через проблему відносин між національними державами та міжнародними корпораціями на різних масштабних рівнях. П. Крітчлі відмічає; «Whereas the state and capital created political arrangements which sought to enclose, monopolise, commodify and exploit the global commons, biospheric politics removes the political and commercial regulation to create the global commons as a single unified organism as opposed to a single market. The arteries of the biosphere are opened to create a planetary organism. At local level, biospheric politics is grounded in the ‘bioregion’», а посилаючись на Кірпатріка, додає, що «The bioregion is ‘any part of the earth’s surface whose rough boundaries are determined by natural characteristics rather than human dictates, distinguishable from other areas by particular attributes of flora, fauna, water, climate, soils, and landforms, and by the human settlements and cultures those attributes have given rise to’ (Kirkpatrick Sale ch 38 :2)» [Critchley, р. 2]. Це вірне бачення, бо воно базується на ідеї вписування територіальних громад у те природне середовище, яке вони мають сприймати як свій дім. Саме природне оточення разом з характером діяльності спільноти формує його культуру. З такої точки зору

культура – це форма вписування, вбудовування діяльності спільноти у природне середовище, і ця культура має ставати все більш біосфероцентричною.

Але треба зауважити, що з одержавленням пов’язаний ще один важливий негативний ефект: держава продукує патерналізм і, відповідно, обивництво. Обивателю байдуже, що відбувається навколо, його цікавить виключно власне благополуччя!   

Щоб не було подальшого перетворення дикої Природи на олюднену (у негативному сенсі слова), слід вже сьогодні думати про стиснення виробничої діяльності, у всіх її проявах. Так. в Україні площа сільськогосподарських земель становить 42,7 млн. гектарів (70 відсотків площі усієї території країни), а площа ріллі - 32,5 млн. гектарів (78,4 відсотка усіх сільськогосподарських угідь). Думаю, що ці цифри значно більші. До цього додайте землі промисловості, транспорту, зв'язку, енергетики, оборони та іншого призначення.

П. Крітчлі зауважує: «The ecological crisis forces us to raise some uncomfortable questions. Why have the benefits of industrial expansion not already been extended to all, if that is the purpose of economic growth? (It isn’t the purpose of economic growth, the self-expansion of values through commodity production is, the rewards being distributed unevenly on class lines). If economic growth really does issue in human freedom and happiness and security, why are these the very qualities so lacking in the modern world. And the accusation that ecology is antithetical to ‘the economy’ is no more than a reversal of the accusation that ‘the economy’ and its continuous expansion is damaging to the environment, destroying the very biospheric conditions which support life on earth» [Critchley, р. 4].

Це є свідченням того, що людські спільноти ще не виробили відповідну культуру і поки що не можуть вписатися у природне середовище, не відчуваючи його своїм домом. Це не стосується тих аборигенних спільнот, які проживають у єдності з природним середовищем, але ці території також сьогодні знаходяться під загрозою. Особливе занепокоєння викликає басейн р. Амазонки з її лісами, які є середовищем життя індіанських племен. 

Глобальне потепління

         Глобальне потепління стало тим важливим попередженням, яке засвідчує факт, що «The ecological crisis has contradicted the claims made in the age of industrial and technological progress. The mastery in autonomy from and opposition to Nature has dissolved into an ironic tragedy as the human race somehow find themselves afflicted by mass poverty, famine, disease, with massive population shifts owing to war and political instability. Even before factoring in the ecological debit, the fact is that human beings are less secure than they have ever been» [Critchley, р. 4]. І далі: «No wonder that in the short term business and political elites have found it easier to continue to parrot the illusions of progress» [Critchley, р. 4]. Свого часу людям здавалося, що вони зможуть контролювати Природу, бо під Природою розуміли те, що вдалося описати у так званій науковій картині світу. Виявилося, що це не так, бо

насильницька зміна природних режимів закінчується катастрофою для людства. Природа знаходиться у режимі вільної творчості, наслідком якої є і виникнення самої людини, тому не можна встановлювати штучні межі її творчого руху, вона їх прорве.

 Обмеження економічного зростання 

Хочу звернути увагу на вислів правнука Ч. Дарвіна Чарльза Ґалтона Дарвіна, який писав: «‘If we are living in a fool’s paradise, it is surely better to know the facts. But the matter goes further than this; for we certainly can do something to control the world about us, and if we can appreciate the limits of what is possible, we may have some hope of achieving our aims, whereas if our aims are outside possibility, then we are doomed to failure. Therefore it is a practically important thing to see clearly the laws which must set absolute limits to what it is possible to do.. Can we not draw from this the parallel conclusion that, if we know the limits of what is possible for humanity, through determining some kind of law of thermodynamics, then we shall be more successful in doing good in the world, than if we recognise no limitations, and so are perpetually struggling to achieve what is in fact quite impossible’ (Charles Galton Darwin, The Next Million Years, London: Rupert Hart Davis 1952)» [Critchley, р. 5]. Я не думаю, що має йтися саме про закон на кшталт 2-го початку термодинаміки, скоріше має йтися про обмеження морального плану.

П. Крітчлі звертає увагу на те, що головною динамікою сучасної цивілізації є накопичення капіталу, який має продовжувати розширювати свої цінності, інакше система зазнає краху. Результат – нескінченне економічне зростання. Єдина «мета» такого зростання полягає в тому, щоб накопичувати, щоб накопичувати далі. Він пише: «Ever rational, John Stuart Mill wondered why continuous improvements in productivity had failed to expand the realm of human freedom from work. Mill looked forward to a time when the human race could settle down, all its needs satisfied, in the stationary society. The problem is that the capital system is unconcerned with natural human needs. The system continues to expand well beyond human needs and natural necessity and must do so. And its continuous expansion ensures that human beings will be forced to keep working – and consuming. Excess is the inevitable result. The ecological crisis forces human beings to recognise the principle of limitation in the form of the laws of thermodynamics and the carrying capacity of the environment. Unless human beings begin to plan for the stationary society, they will ensure inevitable doom» [Critchley, р. 5]. Отже, включена у виробничий цикл людина втрачає контакт з Природою, яка для неї стає чужою і яку, відповідно, треба або трансформувати, або знищити: між людиною і Природою виникає прірва, яка постійно розширюється. Але збільшуючи виробничу потужність шляхом поглинання Природи, сучасні люди «have wagered with fate and lost – but continue to interpret this loss as a win. For how could science, technology, industry, money not equate with power and riches? One may as well ask where the profit is in Faustian bargains. In looking for people to blame, lining up the usual suspects in business and politics, there is a uncomfortable point to ponder - human beings are not merely deceived – they wish to be deceived» [Critchley, р. 6].

Далі П. Крітчлі цілком слушно переходить до розгляду гіпотези Гейї Дж. Лавлока, «named after the ancient Greek earth mother Gaia, locates the whole range of life within a giant system which ensures the survival of life on earth by regulating the temperature and the composition of air, sea and soil. Gaia thus represents the highest level of biological organisation» [Critchley, р. 6], і пише, що «Gaia is the ecosystem of humanity and, as such, must be preserved as a condition of self-preservation» [Critchley, р. 6]. І далі: «Lovelock identifies three principal characteristics of Gaia which form the basis of a biospheric or organismic politics. Gaia has a ‘tendency to optimise conditions for all terrestrial life’; its ‘vital organs [are] at the core, as well as expendable or redundant ones mainly on the periphery’; and Gaia’s responses to changes for the worse ‘must obey rules of cybernetics’ (Lovelock, The Ages of Gaia: A Biography of Our Living Earth Oxford: Oxford University Press 1989:9-10)» [Critchley, р. 6]. П. Крітчлі зауважує, що «Lovelock maintains that human beings are inevitably part of the Gaian process of self-regulation, indeed, that humanity is ‘a part of, or partner in, a very democratic entity’ (1989:131 145)» [Critchley, р. 6]. І в той же час «Gaia can eliminate any species that threatens the survival of life on earth» [Critchley, р. 7]. Це стосується саме людини з її антропоцентризмом! Сьогодні людське суспільство ще не можна вважати частиною організму під назвою Гейя, бо воно не може регулювати свою активність, не здійснює саморефлексію і, відповідно, не бере відповідальність за свої дії, не кажучи вже про всю планету.

П. Кіртчлі пише: «Many scientists refuse to abandon analytical thinking for essentialist thinking and hence refuse to embrace the organismic politics that the Gaia hypothesis invites» [Critchley, р. 8]. Це стосується і Л. Маргуліс, яка на початкових етапах співпрацювала з Дж. Лавлоком. Але «... it is the promise of a new biospheric politics that represents the great promise of the Gaia hypothesis, striking a blow for essentialist thought against the analytical thought that has put Nature on the rack. The Gaia hypothesis suggests that Nature is alive and purposeful and, what is more, human beings are active partners in the process of self-regulation on earth. Such ideas promise to achieve the union of humanity and Nature whilst keeping a role for human beings as a conscious, creative agency» [Critchley, р. 8]. Але «The Gaia hypothesis suggests that Nature is alive and purposeful and, what is more, human beings are active partners in the process of self-regulation on earth. Such ideas promise to achieve the union of humanity and Nature whilst keeping a role for human beings as a conscious, creative agency» [Critchley, р. 8]. І тут виникає питання: що значить бути живим? Висловлю свою думку, що

бути живим означає мати можливість виробляти інформацію мати можливість робити вибір!

П. Крітчлі продовжує: «One is left wondering how far we are from Spinoza’s Deus sive Natura. Rupert Sheldrake conceives the field of Gaia as its morphic field, coordinating its various processes through interacting by ‘morphic resonance’ with other Gaia. Such an interpretation of the Gaia hypothesis reintroduces Providence somewhere as an invisible soul. This union of science and religion in the notion of purpose at the heart of Nature suggests Spinoza’s philosophy in that it explains the capacity of the earth to regulate itself by some immanent purpose rather than a transcendental God. Lovelock denies the teleological interpretation. Gaian self-regulation does not imply the earth’s ability to plan and have foresight. There is no immanent purpose within nature. Yet Lovelock does acknowledge that there are times when the planet seems to be celebrating a ‘sacred ceremony’» [Critchley, р. 8]. Тепер ми розуміємо, що Дж. Лавлок заклав основи бачення Гейї як глобального геохолону, дослідження якого не може здійснюватись тільки аналітичними методами, бо ціле не розкладається на частини. І як стверджує П. Крітчлі, «A genuine knowledge is capable of transcending the science versus religion antithesis by encompassing what is of value in both. Science has made an important contribution to the growth of human consciousness, yielding genuine knowledge in relation to hitherto theological questions of the place of human beings in the ‘grand scheme of things’» [Critchley, р. 8 - 9]. І дуже цікаво: «... the concept of Gaia furnishes the possible basis for an emerging biospheric paradigm which transcends science and religion to achieve a true knowledge of a ‘human nature-in-nature’» [Critchley, р. 9]. Отже, виникають питання: чи є природа людини частиною Природи та як природа людини вписується у Природу? Природа людини є концепцією, що позначає фундаментальні схильності та характеристики, у тому числі способи мислення, почуття та дії, якими люди володіють від природи. Цей термін використовується для позначення сутності людства або того, що «значить» бути людиною. І якщо людський вид є частиною Природи, то, як і інші види, він має приймати участь у саморегуляції Гейї. «This being so, ‘progress’ is not measured in terms of human technical or institutional power over against Nature as an external entity but by the extent to which human beings come to appreciate the extent to which they are within Nature. This implies human beings becoming conscious of their participation within Nature, cooperating with the self-regulating processes of Gaia. True knowledge is attained when human beings come to recognise the metabolism of the biosphere as their own, thus effecting the union between inner and outer nature» [Critchley, р. 9]. Йдеться про формування так званої людино-природної органіки. «There is a long line of teleological and essentialist thinking that reanimates Nature and shows the extent to which true freedom depends upon the extent to which human beings can identify their purposes with an immanent purpose unfolding within Nature. From the pre-Socratics to certain aspects of Plato and Aristotle, to the medieval revival of Aristotle in the Arab philosophers and in the likes of Bruno, onwards to Spinoza and all the way up to the Gaia hypothesis, there is a strong subterranean current that challenges the modern scientific paradigm of Nature as a machine. Rather, in these views, Nature appears as an organism, a teleological organism full of purpose. The key question is the extent to which human beings are active participants in the process of Gaian self-regulation» [Critchley, р. 9]. На жаль, в період індустріалізації людство не помічало наслідків своєї діяльності, які віддаляли його від екологічного шляху. Поки що планета виживала, але, згідно з Дж. Лавлоком, вона видаляє всі види, вплив яких є негативним, тому «The radiant globe of Gaia, with its fertile lands and rejuvenating waters, will float in space for ages to come. Whether the human species will partake of the journey depends upon the extent they are capable of breaking free of the anthropocentric constraints of their thought, organisation and practice to appreciate the ‘human nature in nature and the nature in human nature’» [Critchley, р. 9].

          Далі П. Кіртчлі посилається на К. Сейла (Kirkpatrick Sale), який впровадив біорегіональний підхід[3]: «The bioregional vision he articulates in his book Dwellers in the Land is concerned to overcome the dualism of human beings and nature. Sale rejects notions of an untouched wilderness as implying that nature is external and apart from human beings, something out there that human beings should leave untouched. Sale’s commitment is to a regional consciousness in which humans and nature (in all its diversity) are in inter-connected. By identifying human beings as ‘dwellers in the land’, Sale explicitly locates human beings within the natural environment. A genuine unity involved in the ‘human nature in nature’ approach implies a balanced inter-relationship between human beings and nature that overcomes biocentrism and anthropocentrism in favour of an ecocentrism» [Critchley, р. 10]. Це важлива думка! В той же час краще говорити не «мешканці землі» («dwellers in the land»), а «жителі землі» («inhabitants of the earth») у тому сенсі, як це бачив А. де Сент-Екзюпері, який у своїх творах прагнув розбудити в кожному жителі планети Людину. Житель – це людина, яка споріднена з природним середовищем не тільки в плані метаболізму, але й у духовному плані. Це більше відповідає поглядам К. Сейла: «Sale here draws upon Lovelock’s Gaia hypothesis and Lovelock’s own awareness of a Gaian tradition going back to the Greeks. This tradition conceives the world as an organism, as animate. Sale is concerned to develop the approach to nature in this tradition by differentiating the organic from the religious (spiritual) by upholding the distinction between ‘life’ as something animate from ‘spirit’ as something supernatural. Sale thus conceives the world to be a living organism, ‘scientifically alive’» [Critchley, р. 10].

І дуже цікаве зауваження: «There is a need for an eco-philosophy that avoids a religious nature mysticism whilst distancing itself from the moribund scientific paradigm. To attain this state, Sale argues that human beings must learn from those ‘two great teachers’, ‘living nature’ and the accumulated wisdom of human history. This is where Sale defines his bioregional vision or paradigm. Human beings must repudiate the scientific will to power/knowledge over nature. To achieve true freedom, happiness and security and hence achieve the true wealth of Being, human beings must repudiate technological pretensions of mastery and instead become conscious of their role as participants in a self-regulating nature. And this consciousness of Being in the world is inextricably linking to the understanding of place in the world. The location of Being is the biotic community, the place where human beings earn their living» [Critchley, р. 11]. Тут є кілька непростих моментів. Далі, якщо взяти за основу визначення філософії, то це «дисципліна, що вивчає найбільш загальні суттєві характеристики та фундаментальні принципи реальності й пізнання, буття людини, відносини людини і світу, про найзагальніші суттєві характеристики людського ставлення до природи, суспільства та духовного життя у всіх його основних проявах. Також під філософією розуміють форму людського мислення, теоретичну форму світогляду»[4]. Отже, філософія є загальним рівнем відображення стосунків між Природою та людиною. І ми не говоримо про, наприклад, фізикософію, хімікософію, космософію, соціософію ..., але можемо розглядати відповідні наукові області знання з точки зору філософії. Тому я не бачу підстав для введення такого напряму, як еко-софія. Останнім часом деякі географи також почали мучитись питанням так званої гео-софії, пишуть, що вона є філософією геопростору, як це подається у, наприклад, в публікації «Геософія як філософія простору» (https://osvita.ua/vnz/reports/geograf/23118/), бо і географія не зводиться до просторового аспекту, і термін «геопростір» не є коректним, бо навіть простору (як і часу) немає – це абстракції, сформовані людською свідомістю, які допомагають відображати світ. Не можна зводити питання і до екологічного аспекту, бо в рамках біосфери ми маємо справу з біотизованою Природою, яка базується на абіотичній основі, що також є не менш важливою.

А далі цікаво: «Sale organises his bioregional vision in terms of scale, economy, polity and society. Sale is a critical of the nation state and an advocate of appropriate scale, emphasising that small communities and bioregions are the best forms for the development of human potential and well-being. The bioregional economy is based upon stability, conservation and self-sufficiency as opposed to endless expansion and agriculture is designed to diminish environmental disruption. The end in view is an ecosystem characterised by immediate and renewable sources of energy and a sustainable level of resource use» [Critchley, р. 11]. Свого часу я розробив концепцію регіоналізації, в рамках якої регіони є різномасштабними і формуються у межах природного середовища відповідного масштабу. За основу сталого функціонування регіонів приймалося енергетична незалежність та рециркуляція технофільної речовини. Мережа регіонів має бути узгоджена зі структурою так званої країни «Біосфера». Саме така організація може забезпечити стабільність у відносинах між територіальними громадами та Біосферою. «In the bioregional community ‘the wealth of nature is the wealth of all’, but not in any exploitative sense» [Critchley, р. 11]. П. Крітчлі відмічає, що К. Сейл робить наголос на децентралізації, біорегіональному різноманітті та спільному прийнятті рішень, стверджуючи, що ні лідера, не повинно бути ні правлячого комітету, ні олігархії, лише громадяни біорегіональної держави, які виконують необхідні ролі, можливо, службовці громади для прийнятих адміністративних функцій. Саме на цьому я наголошував у своїй концепції регіоналізації. Але реалізація такого бачення вимагає розвитку і поширення серед жителів відповідної – біосферо-центричної – культури.

П. Крітчлі відмічає: «There has been a tendency to approach the problems facing human beings in a fractured rather than a holistic sense, the totality being divided according to narrow specialisms and intellectual disciplines. The debate over ecological crisis has tended to proceed in scientific or political terms detached from the currents of intellectual history, whether dominant or subterranean» [Critchley, р. 12]. Думаю, що

таке бачення вимагає переорієнтації від екології на географію у її найбільш сучасному варіанті – з акцентом на геохолархію.

Отже «The emerging biospheric sensibility is breaking out of its subterranean existence to reach the site of official politics» [Critchley, р. 12].

І, нарешті, дуже важлива позиція «Biospheric politics has the potential to subvert the geopolitics of the national state and capital. Whereas geopolitics regards nature solely as an exploitable resource, biospheric politics revalues the natural environment as the irreducible context sustaining life in all its forms. The biospheric approach establishes the conditions and also the limitations for human thought and practice so as to envisage sustainable communities in inter-relationship with the environment. The empowerment and growth of such self-sustaining eco-communities within a biospheric public realm spell the end of the nation-state as the dominant political institution and the capital system as the dominant economic institution.

The biospheric public community will innovate political and economic arrangements which correspond with a reverential approach to nature as a living organism. New modes of thought, organisation and politics will be grounded in the local biome and regional ecosystems, ascending to the global level, with the biosphere as a whole becoming the governing region for the human species» [Critchley, р. 12- 13].

Ще глибше: «Being and place are inter-connected. Human beings become what they have the potential to be only in a grounded context. The biospheric approach is concerned with recovering the ground of being. Already, biospheric thinking is beginning to impact upon existing public life - organic food and living, soft path energy technologies, recycling, objections to cruelty, socially responsible investment, self-managed enterprises. The participatory revolution that has been underway since the late 1960’s applies to much more than a demand that existing institutionalised politics be opened up. These practises imply a much more expansive opening-up. Human beings are demanding a reconnection with much more than their political power in the sense of a control over their elected representatives. Rather, these developments imply a recovery of the anthropological character of sovereignty as the essential humanity belonging to all on account of their humanity. Re-empowerment is being redefined in terms of a demand for reconnection with human nature, with our own nature, the nature of others and the nature of the environment. The participatory revolution is ultimately a demand for human reparticipation within environing Nature» [Critchley, р. 13]. Отже, місце – це контекст, його образ – ландшафт, і саме через цей образ житель сприймає місцевість та організує своє буття. Біосфероцентризм відновлює основи буття. Зверніть особливу увагу на вислів «антропологічний характер суверенітету як істотна людськість, що належить усім через їхню людяність»! Тепер кожен має спробувати дати собі відповідь на питання: що таке «істотна людськість», що таке «людяність», що означає «бути людиною»? А «Революція участі» є ні що інше, як

вимога повторної участі людини в навколишній природі, відкриття в собі духовного зв’язку з Природою, а це – відчуття єдності з нею.

У попередні століття індустріалізації та капіталізації Природа була піддана аналізу, розчленована та кількісно визначена в той самий час, коли людське суспільство розчинилося в масі конкуруючих атомів, нездатних створити колективну мету. П. Кіртчлі відмічає, що біосферне мислення змінює погляди на час і простір, внаслідок чого часові та просторові реалії були охарактеризовані антагоністичними відносинами, експансіоністськими потягами та тенденціями до абстрагування та централізації. Я би тут сказав, що

самі поняття «простір» і «час» виникли завдяки необхідності спрощеного сприйняття Природи, яка є цілісним динамічним середовищем.

Усе це випливає з ідентифікації природи як ресурсу, який можна використовувати. Наслідком стало і перетворення людини на ресурс. Таким чином, капіталістична сучасність характеризується приватизацією, комерціалізацією та розкраданням природи. Наука присвятила себе руйнуванню, а не розумінню природи, не усвідомлюючи, що шкоду, завдану природі, людина завдає сама собі, не розуміючи, що «stability requires harmonising human practices with the contours of a self-regulating natural environment» [Critchley, р. 14]. Для цього слід розуміти організацію природного середовища, щоб вводити у неї свою діяльність, не наносячи їй шкоду.

П. Крітчлі зауважує: «Such views will transform notions of freedom, happiness, and security. A geospheric civilisation makes autonomy – from nature, from each other (from being and place) – the overriding value. Separating human beings from being and place, this objective issues not in freedom and happiness but their very antithesis. Seeking security in terms of exercising a manipulative technical and institutional control over a remote and alien nature achieves nothing but a most profound insecurity by undermining the very conditions of Being and Place. In contrast, a biospheric civilisation achieves freedom, happiness and security through the recovery of Place and Being as reciprocal notions founded upon the reintegration of all life forms – human beings above all – within the self-regulating relationships and processes that comprise the body of nature» [Critchley, р. 14]. І далі: «A biospheric civilisation implies a restructuring of power away from the institutions of the capital system, attacking the militarisation of urban society at its roots in the assault upon Nature. The demilitarisation of society and of the planet proceed together as a single process to achieve the bioregional infrastructure crucial to the stationary society. The end is to constitute a genuine public realm based upon a common ownership of the gifts that are shared in the maintenance and growth of life on earth. This is ownership in the sense of use contributing to the growth of being in all life forms rather than in the possessive sense. The approach uproots the acquisitive and monopolistic institutions and practices that have penetrated every locality, region and sphere of the planet under the auspices of the nation-state and capital, securing ecosystems, human and physical resources and markets for commercial exploitation and economic expansion. Such control is protected by a vast military apparatus that costs trillions yearly to maintain. The extent of the military budget measures precisely how insecure such security is» [Critchley, р. 15]. Не може не підтримати це, бо свого часу я також наголошував, що роздержавлення має привести до ліквідації армій, на утримання яких і на їх озброєння йдуть надто великі кошти.

П. Крітчлі звертає увагу на те, що «The idea of living within an expansive public that connects the bioregion to the biosphere calls for new thought but also for an appreciation of the various strands and currents of thought and practice in human history that have always connected human happiness, freedom and security to some such understanding. The basis of this organismic politics can be clearly discerned in various attempts to conceive the public realm as a grounded place crucial to the natural health of being. The real discontinuity is with the abstract, analytical, mechanistic approach to the world – social and natural – which has its roots in the overemphasis upon reason in detachment from the body in Western philosophy but which came to full domination within capitalist modernity. This approach destroyed the sense of being and belonging that give meaning to the notion of a public realm with an emphasis on subjugation, possession, control, self-interest and autonomy from ‘external’ forces, from others, from being and place. Against this competitive atomism there is a need to delineate the conditions of a biospheric civilisation in the notion of an expansive public of relationships and obligations which extend from individuals to each other within society to the bioregion connected to the biosphere. This articulates a vision of a public freedom and happiness within a global security» [Critchley, р. 16]. 

Локальне і глобальне – загальне та окреме – біосфера

П. Кіртчлі пише: «The local and the global, the particular and the universal are not incompatible but complementary. The one exists within the other in an ascending level of organic relationships and purposes. The universal need not be a totalitarian imposition and only becomes so by encroaching upon the proper spheres of other interests. The principle of this organismic politics is subsidiarity. This principle affirms the right of every community, scaled appropriately to its function, from a family, a neighbourhood, a district and a region to a country and a continent, to determine its collective affairs within reason – the reason of human nature-in-nature, of each and all in Society and of Society and Nature. Being and Place in conditions of persons-in-relations. There must be a ground of Being in that all life forms, including human beings, must have roots somewhere in something. Human beings are born into a family and are brought up and nurtured in particular places with their own cultures and practices. The feelings and emotions of human beings, the very things which form our Being, are attached to place in the environing world. But this does not imply that personality is narrow in any place-bound sense. Rather, there is a global dimension to the unfolding of life as a mutual process involving all forms of life. The universal is formed by and in turn informs the manifold particulars comprising life on earth. To retreat into the shells of the local and the particular is to arrest growth. Self-sufficiency or autarchy is not a closing off from the outside world but a self-realisation that expands to form the content of the universal. There is a temptation to retreat into the local as a defence against the depredations and degradations of capitalist globalisation, as though the universalisation of exploitative trade and capital flows is the only form globalisation can take. The ecological crisis, emphasising the increasing scarcity of material resources and energy supplies, encourages a further retreat into narrow national or regional identities. This is the most conservative and reactionary response to the global economic and ecological crisis. There should be an attempt to appreciate the extent to which the local and the global are two aspects of the same process. There should be an attempt to create a range of expansive and inter-related sovereignties as against focusing upon the division of the world into a number of competing exclusive sovereignties. Universalism predates the ‘new’ paradigm of ‘globalisation’. Western civilisation is based upon the universal order of the Roman Empire and the Roman Church. The global dimension existed long before trains, cars and aeroplanes made it an everyday reality for increasing numbers. The dreams of a united world are embedded in Western civilisation, in the universal church taking over from the Roman part. Far from being a ‘new’ ethos, globalisation is creating the material ties that makes it possible to envisage a return to a universal ethic that was the norm before modernity. From this perspective, the era of the nation state wedded to capital is the aberration. Older traditions can now be re-examined. But this task is genuinely new in that it amounts to much more than a recovery of lost or past practices of universalism. Universalism was always more aspirational than actual in the imperial and Christian order past. Further, the end in view is now much more than that of matching the freedom of each to that of all others in society but also of this reciprocal society to Nature. Universalism is integral to Being and Place. The value of ecology lies in the appreciation of diversity as essential to the health and well-being of the natural environment that nurtures society within. A thriving natural environment and a thriving social environment exist and unfold within a mutual inter-dependence. The increasing scale of the economic and ecological crises that the human race has inflicted upon itself make it imperative that the human race act at a similar level rather than taking refuge within old certainties and narrow institutions that are incapable of meeting the new challenge. The world must be a universal order formed out of the interlinked particulars of self-governing scaled communities. The health and well-being of the universal depends on the particular parts preserving their identity in mutually supportive relation. Being and Place are joined by interdependence – Each and All and Ecology. [reason and nature]» [Critchley, р. 16 - 17]. Тут особливу увагу варто звернути на те, що

існує глобальний вимір розгортання життя як спільного процесу, що включає всі форми життя.

Відступити в шкаралупу локального й окремого означає призупинити зростання. Самодостатність або автаркія - це не закриття від зовнішнього світу, а самореалізація, яка розширюється, формуючи зміст універсального. 

Локальне та глобальне – біосфера

Далі П. Кіртчлі обговорює питання впливу так званої глобалізації, роблячи акцент на тому, що це – глобалізація капіталістичних відносин. Цікаво було б з’ясувати, а чи могло би людське суспільство піти шляхом в обхід капіталістичного ладу? Думаю, що ні. Отже, маємо закономірну стадію розвитку, хоча вона і має анти людську природу. П. Кіртчлі відмічає: «That the principal agents of this globalisation are the transnational corporations risks discrediting the universal ideal as people retreat into the safety of their particular communities in order to defend themselves against the global priorities of the TNC’s who are concerned to organise capital accumulation on a global basis. The expansion of the private corporations to a global domination that lacks effective control threatens to subvert the political order and, with it, centuries old attempts to institute human rights, democracy and justice. There is also a danger that the anti-democratic character of capitalist globalisation may discredit the whole notion of a universal order and interest. The task is to organise the expanding complex of human relations within global structures so as to ensure a genuine universalism grounded in particular identities» [Critchley, р. 18].

Варто звернути увагу на позицію П. Кіртчлі стосовно держав. Національна держава перешкоджає універсальному та окремому, це ілюзорна спільнота, яка, централізуючи владу, руйнує справжню спільноту. Влада держави досягається шляхом позбавлення провінцій і міст автономії, необхідної їм для функціонування їх громад. І хоча глобалізація економічних відносин вимагає створення наднаціональних інституцій для регулювання все більш глобальної влади, національна держава відмовляється прийняти підлеглу роль у відповідній міжнародній владі. Суверенітет, який національна держава отримує від громадян, щоб перевизначити як власний національний суверенітет, стає все більш безсилим. Національна держава служить для того, щоб перешкоджати належному функціонуванню як локального, так і глобального, будучи утворенням, паразитичним по відношенню до першого, та безсилим перед другим.

У тому й справа, що держава як форма влади відміняє людину як суверена, тому її існування (а вона бути чинити опір) блокує участь людини у еволюційному процесі, не дозволяє стати Людиною як творчою особистістю. Для цього людина сьогодення має стати цінністю, чого не спостерігається.

Сьогодні існує суттєва різниця між можливостями прояву людини у столичних містах, крупних мегаполісах, містах, містечках та селах, що не можна вважати нормальним. І це при тому, що столичність, якщо про таку можна говорити, має стосунок тільки до установ, задіяних у державному керівництві, а не до міст, у яких вони розташовані. На жаль, ми бачимо зовсім іншу картину. Це примушує ставити питання про децентралізацію/регіоналізацію, причому на всіх масштабних рівнях. П. Кіртчлі зауважує: «The increasing scarcity of resources and raw materials threatens a retreat to national autarchism and the degeneration of international relations into war and plunder. Such an outcome is probable if it proves impossible for people to separate their sovereign power from the authority of the nation state. There is a need to emphasise here that the universal ideal and the needs of the particular community unfold and expand in ecological relation. Failure to grasp the global dimensions of power will have the consequence of the nations of the world fragmenting into chaos and disorder» [Critchley, р. 19]. Зверну увагу на те, що організація життя у територіальних громадах (на локальному рівні) передбачає самоорганізацію жителів, про що на сьогодні годі й мріяти.  

Біосфера

«The human race stands on the brink of at last becoming conscious of the fact that the biosphere – soil, water and air – is more essential to the health and well-being of human beings than class struggles over the ownership of the means of production, administration, communication, technology. That is to say that the freedom, happiness and security that have been the principal goals of political order have to be set within an ecological matrix that first and foremost is concerned with the protection of the biosphere. This is the sine qua non of security, ensuring the conditions for the survival of all life. At the present stage in which nation states and TNC’s dominate, the resources and raw materials of the world are being parcelled out and consumed for private advantage at an alarming rate. To check this ecologically disastrous orientation, the principle of the protection of the biosphere must become established internationally (inter-communally)» [Critchley, р. 19]. Тут знову хотілося б отримати від автора пояснення, що він розуміє під біосферою, бо біосфера – це не вода і повітря, які є складовими абіотичної геосфери планети, а біотизована частина цієї геосфери. А рішенням проблеми «захисту» біосфери (я не можу підтримати акцент на саме захисті) я бачу у організації країни «Біосфера», концепція якої була запропонована у другій половині 90-х років минулого століття. 

Екологізація діалектики

         П. Кіртчлі пише: «In conceiving biospheric politics there is a need to emphasise the ecological integration of society and nature. This is to make the clear the extent to which biospheric concerns do not imply abandoning human society and the concerns of public order for an ecology considered apart from human beings» [Critchley, р. 20]. Це виглядає дещо дивно, бо йдеться не про екологію, а про стан біосфери як наслідку діяльності людського суспільства. І питання не в тому, щоб визначити справжню соціальну та екологічну філософію, яка включає накопичені принципи та практики людей у ​​прагненні до справедливості, свободи та демократії в політичному порядку, а у тому, щоб розглянути вписаність, убудованість практики людей у природні режими біосфери та виявити відповідні принципи життєдіяльності спільнот на різних масштабних рівнях. І в той же час вірно, що «The idea of a ‘biospheric politics’ indicates the extent to which the conception of the ecology of nature is infused with explicitly human notions» [Critchley, р. 20]. І далі: «The questions of ‘rights’ and ‘democracy’ apply to the social, ethical and political spheres developed through centuries of human struggle and practice. Given the extent of human intervention in and claims of technological power over Nature, the concern to realise a genuine public realm will remain a burning issue in any biospheric politics. The point is that any biospheric politics cannot be purely ecological without once more maintaining a dualism of human beings and Nature. Rather, biospheric politics has a critical social content pertaining to institutions, relations and practices. The issue is as social as it is ecological in that a biospheric civilisation is a civil or public order and must necessarily be so if it is not to be anti-human. It will be a civilisation shaped by human empathy and the recognition of the unity of inner and outer nature. Since this presumes the intervention of human beings into the natural world, the concern is to ecologize reason rather than abandon it as equivalent with technological domination. This entail the humanisation of ecology and the naturalisation of human beings through an inter-penetration of values» [Critchley, р. 20]. Варто підтримати П. Крітчлі у його розумінні проблеми: «The rational philosophical tradition concerned with public life makes no arrogant claim to the superiority of human beings over the non-human world. True, the reason-nature dualism runs through the whole tradition, helping to explain the paradox of why the fullest manifestation of human technical and institutional powers, reason incarnated, issues not in freedom, happiness and security but the very opposite. Reason is not always rational and does not therefore always redeem its promises. ... A genuine public life that actualises human potential must necessarily take account of the innate and essential naturalness of human beings – this implies reason with an ecological component. A rational public, therefore, concerns not technological and institutional power – over others and over nature – but the ethical and ecological regulation and exercise of power within a social practice of cooperation. Great philosophers and statesmen, states and empires and churches, social movements, classes, and rebellions have struggled throughout the ages to give expression and meaning to these goals of public life. The result is a vast intellectual resource which has plenty to offer attempts to outline the biospheric civilisation of the future» [Critchley, р. 20 - 21]. Тому

майбутній планетарний порядок не може бути суто людським, він має бути інтегральним.

П. Крітчлі підкреслює, що люди є відмінним моральним агентом, здатним обговорювати питання створення біосферної цивілізації шляхом інтеграції суспільства та природи, отже має сенс писати про активні стосунки людини з природою та її активну участь у саморегулюючих процесах природи. Думаю, що це не зовсім так:

треба говорити про саморегулювання діяльності самого людського суспільства у напрямку. Що мінімізує негативний вплив на Природу.

П. Крітчлі ставить резонне питання: «How, then, does one deal with the paradoxical argument that if human beings are natural beings, then the human exploitation of the earth to the point of self-destruction is also natural?» [Critchley, р. 21]. І відповідає: «There is no ethical analysis possible here since this behaviour is precisely what human beings are naturally programmed to do. The truth is, of course, is that human beings are creative agents, highly intelligent and culturally sophisticated. Reason has always existed, claimed Marx, only not always in rational form» [Critchley, р. 20 - 21]. І доволі важлива позиція: «By virtue of this evolutionary and dialectical viewpoint, which derives the human species from nature as the embodiment of nature’s own thrust toward self-reflexivity, the entire structure of the argument around competing ‘rights’ between human and non-human life forms changes radically into an exploration of the ways in which human beings intervene into the biosphere. Whether humanity recognizes that it is a fulfilment of a major tendency in natural evolution or whether it remains blind to its own humanity as a moral and ecological agent in nature becomes a social problem that requires a social ecology’ (Clark 216)»[5] [Critchley, р. 22]. Посилаючись на Маркуса, П. Крітчлі пише: «There is a price to be paid for separating reason from morality, fact from value, power from ethics, and that price is the loss of the soul. This separation and the attempts to overcome its disastrous effects forms the essential drama of the modern era (Marcuse, One Dimensional Man, Boston: Beacon Press 1966 esp ch6)» [Critchley, р. 22]. Виходить, що з тих часів нічого не змінилося! Далі йдуть дуже слушні посилання на М. Мерло-Понті, роблячи глибокий висновок: «There is a need to avoid replacing one one-sided worldview with another through a one-sided critique. The specific target of these criticisms is not science as such but the mechanistic science that has dominated since the seventeenth and eighteenth centuries. Yes, there is such a thing as the technological bluff. The power of technology as such to create the new social order is vastly and dangerously exaggerated. One needs to ask whether new technologies induce human beings to close themselves off from the environment, from politics and society, from relations with others, from their own inner dreams and visions, or whether it opens them up to these humanising and naturalising forces? The answer to that question determines whether Merleau-Ponty’s pessimism was justified and that, in the name of reason, human beings are sinking into a sleep from which it is difficult to see how they could awake» [Critchley, р. 23].

П. Крітчлі наводить приклади нових технологій, які можуть вирішити проблему стосунків з природним середовищем, називаючи їх «Appropriate technology» (AT): «AT is more easily managed on a local or regional scale. In attempting to conceive a unit of habitat that can embed AT and demonstrate appropriate scale in terms of resource-use one can refer to bioregions. These are geographic areas, between a major watershed and a municipality, evincing a clear ecological and often cultural unity. Conceiving bioregions in terms of scale is an integral part of the attempt to redefine security. AT security goes beyond being safe to make clear the extent to which being safe from technology and its impact implies having control over that technology. In this respect, the bioregion is a self-sufficient and self-sustaining human habitat functioning according to economic and ecological constraints that are subject to an immanent control» [Critchley, р. 23]. Звісно, йдеться не про «географічні території», таких немає, а про географічно організовані форми співіснування територіальних громад з природним середовищем – своєрідні геохолони. Різницю між капіталістичною та біорегіональною формами він подає у вигляді таблиці на стор. 24. 

         Анархізм та екологія

З цією частиною публікації П. Крітчлі варто ознайомитись. Він наводить важливу думку Морріса: «‘Ecological problems are essentially social problems, and our future survival, let alone well-being, depends on the creation of a society that is based essentially on anarchist principles – mutualism and cooperation, decentralisation, face-to-face forms of democracy with the full participation of people, a diversified technology that is scaled down to human needs, and bioregional forms of food production.’ (Morris 141)» [Critchley, р. 25]. 

Загальне враження

П. Крітчлі торкнувся надзвичайно важливої проблеми, яка турбує багатьох фахівців – стосунків між біосферою та людським суспільством. Основним питанням, яке розглянув автор, є питання Гайдеггера «Що це існування буття?». Проблема розглянута доволі глибоко. Автор критично висловлюється стосовно технічних досягнень людства, показуючи, що це не дало людині ні свободи, ні щастя, бо на шляху «прогресу» був втрачений контакт з Природою. І це треба виправляти, але перешкодою стають національні держави та глобалізація. І це вірно: державна форма організації відміняє і людину, і Природу, як суверенів. Доволі складне питання: чи був шлях розвитку людства в обхід державної форми організації влади? Сумніваюсь. Думаю, що це один з етапів становлення людства, який, однак, веде до розвитку антропоцентризму і уявлення, що людина є і має бути панівним видом на планеті. Це хибні уявлення, але вони вже стали помітними і багато громадських організацій та фахівців вже закликають до змін. Диким виглядає той факт, що на сьогодні вся суша, за виключенням Антарктиди, поділена між державами, і всі чекають, коли розтане антарктичний льодовий покрив, щоб почати одержавлення і цієї частини планети. Більше того, наступ на залишки природного середовища відбуваються навіть на тих територіях, які є середовищем існування аборигенів (особливо турбує активізація випалення лісів басейну Амазонки). Не можна не вказати і на те, що між державами постійно йде конкуренція за так звані природні ресурси, бо і вся природа у людському суспільстві сьогодення уявляється як ресурс для використання. При цьому вважається, що наука, основу якої складає аналітика, наслідком чого є втрата цілісності, яка не може бути розкладена. Отже, людина у своїх уявленнях відокремила себе від Природи, забувши, що вона по вуха у неї занурена. Це свідчить про те, що людина ще не стала суто Людиною, вона ще знаходиться на еволюційному шляху, який має привести до її переходу у новий стан – Homo sapiens divinus Людини розумної одухотвореної. Саме це має привести до виникнення на планеті людино-природної органіки, бо майбутній порядок на планеті не може бути суто людським, він має стати інтегральним. Треба забути про спроможність і право людини регулювати природні режими, бо така регуляція веде до суттєвого погіршення обстановки і, як наслідок, деградації людського виду. І тут позиція Дж. Лавлока виглядає доволі слушною: Природа видаляє все, що погіршує її стан, і людський вид у цьому плані не є виключенням! В той же час зауважу, що питання, розглянуті у цій важливій публікації, хоча й мають виразну екологічну складову, але є, у першу чергу, географічними, бо саме в рамках географії всі складові географічного середовища розглядаються, як рівноправні. Звісно, йдеться не про ту географію, яка склалася під впливом одержавлення планети та втягування Природи у промислове та аграрне виробництво, а про так звану холархічну географію, яка тільки останні 1,5 десятиліття почала своє становлення як наука майбутнього.    



[1] Згідно з Гайдеггером, існування (буття) - екзистенція - відноситься до особливого сущого - Dasein – і має розглядатись у особливій екзистенціальній аналітиці, на відміну від категоріальної аналітики, що застосовується для інших сущих.

[2] З цієї точки зору дико виглядає те, що робиться в Україні. Відомо, що зараз, під час війни подекуди місцеві вирубають діброви щоб заробити. А що казати про ті величезні площі, які місцеві перетворили на місячний ландшафт, видобуваючи бурштин (знову заради заробітку)! Ні про який духовний контакт з Природою тут й мови не може бути, Природа не сприймається ними як їх дім!
